Local Plan updates – February 2018

  • Aylesbury Vale – Plan submitted for examination in January 2018 – the Council hopes to adopt the plan before the end of 2018.
  • Basildon – A change of administration delayed the local plan, and now the council is one of the 15 threatened with intervention by the Secretary of State. Still awaiting some final masterplanning, in particular the route of the Billericay relief road, before the pre-submission local plan goes to Regulation 19 consultation, which is expected in March 2018.
  • Central Beds – Pre-submission Consultation (Reg. 19) open until 22 February 2018, with a view to submitting the Local Plan in March 2018.
  • Chelmsford – The Reg. 19 pre-submission draft has been published and is being consulted on (concludes 18 March), in preparation for submission to the Inspector in June.
  • Cherwell – Reg. 19 consultation completed in October 2017, with the Council reviewing comments. Expecting to submit the plan to Government in April 2018.
  • Chilterns/South Bucks – The Reg. 19 pre-submission Local Plan is expected to be published in June/July 2018.
  • Dacorum – The new single Local Plan is due for publication in pre-submission form in April, with submission to the Inspector expected in October 2018.
  • East Herts – Inspector has concluded EiP, including the separate joint EiP with Welwyn Hatfield over Birchall Garden Suburb, and her report is awaited.
  • Epping – Reg. 19 consultation just concluded (29 Jan) – moving towards submission to the inspector in March.
  • Epsom & Ewell – Public consultation closed in November, Pre-submission Consultation planned for Match 2018, and Submission to Secretary of State planned for May 2018.
  • Harlow – Reg. 19 approved by cabinet (25 January), full council in February, and consultation expected to take place as soon as approved, with submission to the Inspector probably in the spring.
  • London Borough of Redbridge – The Inspector has found the Local Plan sound and it will be adopted by the Council in March.
  • Maidstone – The Local Plan was adopted last October, with the next review scheduled for 2021.
  • Medway – A further Regulation 18 consultation (Development Strategy consultation) will take place between March and May this year, with the Reg. 19 expected in Winter 2018.
  • Mid Sussex – Mid Sussex District Plan has been under examination for past year. Final (hopefully) hearing on 5th February, then hope to get Inspector’s report and adopt Plan by March 2018. Site Allocation Plan is in early stages – just finished Call for Sites and putting together SHELAA now – hopefully ready for Easter publication.
  • Milton Keynes – Consultation on the Proposed Submission Plan closed on 20 December. Plan to submit in Spring 2018.
  • Wycombe – Concluded Reg 19. in December 2017, intend to submit in March 2018.
  • Mole Valley – Undertaking Call for Sites up to 5 February 2018. Reg. 18 Preferred Options consultation to take place in late Summer/early Autumn 2018.
  • Reigate and Banstead – Reg. 19 consultation taking place between Wednesday 10 January and Friday 23 February 2018.
  • Sevenoaks – Draft Plan consultation planned for March 2018, Pre-submission Consultation (Reg. 19) – Summer 2018.
  • South Northamptonshire – Preferred Options consultation closed in November, going through responses now and revising the Plan as necessary. Expect Reg. 19 to take place in April/May 2018 and submission in Summer 2018.
  • St Albans – This council is another under threat from the Secretary of State. Having had its local plan found unsound last year, and then losing a High Court challenge to that, St Albans council has gone back to the beginning and is currently undertaking a Reg. 18 consultation, which concludes on 21 February 2018.
  • Surrey Heath – Undertook a formal ‘Call for Sites’ in February/March 2017 – currently preparing the draft Local Plan, and a consultation will take place in Spring 2018.
  • Tandridge – Reg. 19 consultation planned for Q1 2018. SHMA, revised Housing Methodology calculations, and Plan Viability Assessments stages all yet to be commenced.
  • Thurrock – Thurrock council have an existing core strategy in place, but is working towards a Local Plan with a pre-submission consultation towards the end of 2018 and submission to the Inspector early in 2019. Adoption is expected in 2020.
  • Tonbridge and Malling – Consulted on Reg. 18 in September/October 2016. Planned to start Reg. 19/20 in February 2018 but this hasn’t happened – there will be a council meeting on 6th March to revise the timetable, but Reg. 19 is likely to take place in the latter half of 2018.
  • Tunbridge Wells – Preferred Options Reg. 18 consultation is completed, Submission Local Plan consultation planned for Summer 2018.
  • Waverley – The Inspector has completed the EiP and his final report was published on February 1 making some minor amendments, increasing the numbers and endorsing Dunsfold as an allocation. The Secretary of State can now decide on the call-in of Dunsfold, and two other local appeals.
